in the NOA-2, the approval notice,
there was a date range for visa validity , that's the date range to apply for the visa.

However, IF you keep in touch with the IV unit in Manila (via email)
on a regular basis, they WILL give you up to one year to finish the visa processing there,
but you must contact them, stay in touch.

that is not:

--police clearance certificate
--certificate of no marry/single

then almost any friend can do it, using the standard translator attestation statement .

If it's one of those 3 documents, you'll want to get into a chinese notarial translation office, and have white books produced on each of those things - GUZ IV expects to see white books, a notarial translation document.

now that you are a citizen, the I-864 on you filed by your aunt is no longer in effect.

1. yes - GUZ IV needs to see YOUR I-134, even if it doesn't qualify fully.
2. yup, parents count, you don't. Count on your I-134 is 2 - you and your lass - count on yer aunt's is her, your parents, your lass, plus (I THINK) anyone else they would have claimed as a dependent on the tax return (unsure about this last part)
3. supposedly, but the math is tricky sometimes - Whilst the tax returns show both, her W-2s show hers. If it's not a complicated return with other schedules and forms and income types, can show the joint returns WITH her W-2s.

But I'm no expert on the affadavit of support - hopefully someone else will chime in, and soon.

Most Consular Posts / IV Units will extend the visa validity date (from what's posted in the 2nd I-797-C, NOA-2) but suggest you keep in touch with them via email, let them know the Visa Applicant is still interested in pursuing the visa.

No communication? Is good chance they'll just close the file.

Otherwise, for a big uni, (with some exception) get the greencard.

Yes. Suggest I-129F petitioner withdraw the I-129F petition prior to any DS-230 filing for the Immigrant Visa, via postal letter to USCIS Service center where the petition is held (check the receipt number on the first I-797-C formletter - use that address for mailing.

In the past, I've read of GUZ IV auto extending the validity of the the NOA-2, from that I-129F approval notice, simply because of transit times between NVC and GUZ IV.

Usually the casefile is held in Bonded China Customs Warehouse, so if yers wasn't - yer lucky.

For clarity, request extension of validity , from that GUZ IV web portal. DoS hotline almost useless on this one, unless you find a China Specialist there (which is rare).

Sometimes a day off for 'real time status', but they can see most of the stuff that the Embassy can see, sans any VO casefile notes (which you'll never see, those are for adjudicating officers eyes only)

as to 'know better', alas - no - but 'know the same' ? yes. 'know a little bit less' ? absolutely.

ask for the last 3 prior status thingies, with the date and time stamp of each.
Keep a log of these, as you'll be calling 2 or 3 times a week, to check on casefile status.

After a few weeks of making the call, getting those 3 prior status thingies -

I'm hoping you can see some pattern of what's going on, as there may be some shifting of status, also of date/time stamps.

These items (since yer a K-1) are shown on interview day - so you've got some time to prepare a packet for mailing to yer lass.
SHE shows them on interview day (or on document intake day, the day prior).

K-1s never send stuff to the NVC, so you've got some time to get yer stuff together.

IMO, YOU mail yer packet (Financials, I-134, relationship proof collection) out to her about the same time that she sends in the P3 packet into GUZ IV. (Mail, courier, fedex, dhl, etc)

I'm sure the beaurocrats know that learning a new language takes two years or more, sometimes as much as up to five years.

Is that why they require the Fiancee be tested on their ability to speak English during the interview? So they have one more excuse to fail them (and destroy their life) at the interview?

Why not let the Fiancee learn English in America where she will be surrounded by English speaking people and available classes and then test her before the Green Card or something like that?

Usually, for GUZ IV, this can be addressed by a paragraph in the Evolution of Relationship letter, basic concept of 'how we communicate'.

If you have some righteous indignation about bureaucrats and language, I'll suggest to you to take a deep dive on composing that paragraph in yer EOR letter, soonish.

In China, this is called a blue slip. France is calling it a suspension? OK !

Relax you - do exactly what the slip says, give exactly what is listed on the slip, in the manner that they have told you to submit this info.

In your case, specifically, it's a good thing that visa processing was 'suspended', else you'd be flat out denied.

At some point, after all materials have been submitted on your case, processing will resume, you may or may not be asked to come back to the IV unit.

Pay attention to any written correspondence that you receive, from this point forward, either postal mail, SMS, email.

because the IV Unit at the US Embassy in France,

asked for more information.

If you were in China, this would be labelled a 'blue slip' - the ultimate RFE, or Request for Information.

It's not finished, not at all. You've not been denied. Tis a totally different thing, this concept of 'visa processing suspension'.

Relax, you.

You and yer fella provide the IV unit with exactly what they are asking for,
then

(alas)

ya wait a bit. figure 2 to 6 weeks more, for waiting, AFTER you've submitted the additional evidence that was asked of you .

One thing you can try -
is to get into a local IRS Office (face to face, in person)
and ask for a tax transcript.

They will issue a report/letter of 'no record found' covering the years you ask about.
Add that to the I-864, with a letter of explanation about the lack of W-2s.

Stick with your plan of 'I was a student, no taxable income during this time period' - make that your leading posit.

If the stocks are in a retirement account of any type, take note of the 'convert to cash' hit that you'll take when converting prior to your retirement age - there's some math and percentages covered in your agreement, find it - study it.

I too, am an 'assets only' person, I not exist for almost 10 years as a 'citizen tax payer' but have huge amounts on the book as a 'corporate entity'. I paid out a dividend to myself about 18 months ago, a cash amount, it's been sitting in a saving account all of this time, and I actually payed individual income tax on it that year, as well. (that was fun, no)

IMO, yer amounts are borderline... take it with a grain of salt, though, as I not know anything about how the I-134 is adjudicated in the PI.
