We are trying to get a clear answer on this topic....again...Police reports.

I called NVC and we do have our MNL case number now. I was speaking to someone who appeared to know what they were talking about, so I asked about police reports, as my fiance worked as a RN in Cairo for 7 months last year.

I read on here that if you were overseas from your domicile for more than 6 months a police report is required.

The person at NVC said no, it is not required by NVC. They said if she had been there for more than one year. So I tell my fiance and she quotes something from here again on 6 months.

So I called back, spoke with someone else at NVC and she said, No a police report isn't required by NVC if she was there for less than one year. She said if a police report was needed by NVC then one should've been submitted already then, right? She said perhaps the US Embassy in Manila may require one, and she should ask them to make sure, but NVC doesn't need such.

An applicant must obtain a police certificate from the local police authority:

IF you…

AND…

have been living in your country of nationality at their current residence for more than 6 months

you are 16 years old or older

lived in a different part of your country of nationality for more than 6 months

you were 16 years or older at that time

lived in a different country for more than 12 months

you were 16 years or older at that time

were arrested for any reason

you were any age at the time of the arrest



It does show 1 year on NVC....She also said it gets confusing as the second line says 6 months, but that is if you lived in a different part of YOUR OWN country for more than 6 months......

We can't call embassy till tomorrow to see if they require it.....

Can anyone help clear this up, short of seeing a lawyer, lol.

Providing you have no serious criminal convictions and no immigration overstays or previous misrepresentation issues with the USA you will be fine. No attorney required. read the wiki's for the k1 process and ask plenty of questions to other VJers and you will be okay.

Tight margins and then my consulting dried up so living there was going to be a stretch. Plus a family member here became ill so I came back in September. I was first introduced to Philippines in 1998. Ran an American company there on contract for 3 years one time and filled in 6 months the other.
The best money made in the Philippines for an owner is the money they bring into spend there. Very difficult to make it. Most fail. I owned a small Sports Bar when I was employed with my American company. It failed as well. Part of me trusting a fellow American friend...... We can chat off line if you want to know anything else. Hey friend, good luck...if you don't mind me asking, what were the two business' you had in the Philippines?

I lost my job as Director/ Plant Manager about 20 months ago. Not being able to find anything here in my field with the many other execs out of work. So I took my savings and moved back to Philippines (3rd time living there) to start two businesses. One made it, one did not. I needed to push bills out and now my credit rating is bad. Will this adversly affect my K1 when I file? And also, how close do they look at savings or investments. I lost my shirt in the crash so little to known left in that account and savings has little in it now.

Two good news. I would not have met my fiance had the above not happened... Second good news is I got a job starting mid Feb which will allow me to build my savings up some prior to filing K1.

Called the USEM and spoke with a nice gentleman today....I gave him all of our info and he informed me that Diana, or any fiance' there, doesn't have to wait for the USEM to send the pkt to their house, that one can download the pkt online with instructions, and proceed on with the process.....so we are.

Thanks, so are you saying you do need more than one years return? The two years prior to 2010 I used a tax service that charges 15.00 to retrieve returns, its not expensive but if I don't need to get them then why go through it...

I am done with the form actually and I have everything ready to send to fiance, however I have a question on the fed tax form 1040 ....I've read on here where some people have sent a few years of returns, some have sent the past year only. I have 2010 available, but trouble locating the previous years....I have my pay stubs, my 401k statements, letter from employer, etc....and as I said, my 2010 W2 and 1040, and I have my 2011 W2s but won't be filing for while longer.

My NOA2 was approved on December 28th and I think the NVC got my documents probably around January 8th but they said it was still in processing. Good luck.
So frustrating for you. I wish I could offer advice.


We received our NOA2 28 Dec as well, followed up with NVC, and it was sent out to the US Embassy in Manila on 10 Jan...I will call them tomorrow to see if it was delivered yet via DHL.

Conflicting info suck, I know I spoke with a few sharp folks at NVC...good luck

I hear you on that... Turkey is a pretty quiet place but I'm VERY afraid the freezing of diplomatic relationship between France and Turkey these days is going to affect my request. I applied for the pcc at the Turkish Consulate in mid-December... still waiting.
Unfortunately there isn't much you can do but wait. In case you don't have the pcc in time for the interview, emphasize the troubles in Egypt which may make your document temporarily unobtainable. See what they say...

She only said she called the consulate in Manila. She has friends who still are working in Cairo, I asked if maybe they could go and pick it up, but apparently its not that easy.

I know this is a long shot but has ANYONE on here requested a police report from Cairo? Or known of anyone who has?

We sent the request, via the Egyptian Consulate in Manila, a few weeks ago. They said approx a month, but with all the BS going on over there, I would not be surprised if they didn't ever get around to such a request, they have bigger worries than our police report request. Its pretty depressing to think that this police report could really jack up our process, which has been moving pretty quickly, we have the interview scheduled for this month and she is doing the physical at St. Lukes next week.

I wished there was an option the USEM could do if the police report requesting country is in political turmoil. The police background check isn't required by NVC, but by the USEM only.

Get rid of her before it is too late and you become a victim. There are millions of women in the Philippines that probably look better than her, brought up better than her and lack the attitude. Where is she from? The women in Dumaguete City, the City of Gentle People seem to be really nice. A coworkers nephew is married to one here in the U.S. and I can tell you she is a true Filipina and takes care of her husband and loves him even though he is a jerk at times. I am engaged to her sisters best friend and I have never been happier. I was used by a FIlipina on my first K1 and she left me after 10 months here in the U.S. She was from Zamboanga City and lived in Makati City, Manila. Stay away from the really big cities or you are asking for problems. Get over her, she is not worth the heartache and you can find one who truly respects and appreicates and doesn't put on a fake face. Best to meet people that are a referral and not from a dating site if possible. Good Luck.

Well I spoke to a clerk at USEM, fiance went to the egyptian consulate....her advise from this guy was to find one of her friends in Cairo and ask them to go to police station...it could be in Cairo, or this place or that place....and he said to delay the interview for several weeks to allow for the extra processing time......

USEM guy said that the CO doing interview has the authority to waive the requirement for the police report if they feel because of legit circumstances the police report will never arrive, or be delayed for months and months. Or worse case, they will flag pkg and say wait for police report.

I say screw the egyptian guys suggestion and go with USEM guy. I think fiance wants to follow egyptian's advise.

In any case, go to your scheduled interview. Worst case, they give you a 221g for the missing document and you nring it back when you get it. Best case, ask them to waive the requirement for the police certificate, in writing, explaning and giving evidence that you have attempted to get one and state the reason you have not received it is "political instability" It is within the COs ability to waive the requirement if they deem.

Our interview is 28 Feb, getting closer and closer. The problem is we still have not received the police report from Cairo. Its been about 6 weeks since the Egyptian consulate in Manila shipped it out.

I've called NVC here, they say there is nothing that can be done, and the report isn't required by them, its the USEM. I will call them tomorrow and see if there are any provisions for delayed police reports..other than cancelling interview, that would really suck. I wished they had some sort of waiver program, if the requesting country is in political turmoil, as Egypt is.

Its really frustrating to know you have a interview end of Feb, and could possibly have visa in hand and here in the US Mid to late March...but it could all be screwed up because of this police report. In essence our future is in the hands of the local police dept in Cairo...that is scary. With all the stuff going on over there, why would they even care about requests such as ours?

To follow up on the therapy comments, as I shared earlier, therapy works wonders, if you want it to. You can't force anyone to go, and if you do and they are not receptive of the help, its a waste of time and money. Yes you can gain a lot by going at it alone. You will learn a lot about yourself and how you deal with things in your marriage and in life. Often, I hear, once the spouse not attending therapy sees the inner peace in you, they wind up going themselves.

I agree with this...(sleeping naked)...in fact, we have done, and will continue to do when Diana gets here next friday, a naked day. We spend the entire day, naked. Needless to say, there is a lot of love going on, but we just hang out, (no pun intended), also and just connect with ourselves and each other.

Of course, we sleep naked, everynight.

We are not perfect, but we do ok.

Someone said she will not change, and to a degree they are right, we are who we are. You were on tack with therapy. Prior to my divorce, 31 years of marriage, I went to therapy, the BEST think I've ever done, I only wished i did it earlier. Sometimes my X, at that time wife, would come up, and I'd explain her anger and controlling issues to the therapist. Eventually the therapist wanted us to do couples therapy, which we did...boy was my X good in those sessions, but eventually her anger showed, and her control issues came out, and the therapist said, 'I'd like to do some individual sessions with you, to see the source of your anger'....that was it, she never went back, for couples or anything. She, like you wife, would never admit she it wrong, would never say sorry, etc. To go to therapy you have to admit to yourself that someone else could possibly help you with some of your problems.....My fiance, and wife in June, is the complete opposite. She gets angry, sure, but she can express herself, and she will admit when she is wrong in a second and say sorry.

If she was not that insane then you can perhaps attribute some of her behavior to her being preggo, however it also seems like she may need some work in the art of respect and communication. If she can't communicate without getting angry then that is a big problem. Tell her she needs to verbalize herself to you, not just act emotionally.
