Im going to start my K3 for my wife in Dec. I just finish my daughter's derivative citizenship in Manila (Consular Report of Birth Abroad) Got the US Passport!! one down and one to go..

I'm moving from Hawaii to the lower 48 end of Nov.Poverty guidelines are for (3)25,300 HI, lower 48 (3) 22,000 when I file do I need to show P.G's for HI or lower 48

We partially transferred the case (we obtained a HNK case number and processed packet 3).  However, the US Embassy Hong Kong is still waiting for the official paperwork (apparently, waiting for the copy of the I129F approval packet sent from NVC to US Embassy Manila).  Per US Embassy Hong Kong, the snail mail process is 4-6 weeks!  Funny, we obtained the original I129F packet from US Embassy Manila, which was sent to fiancee's last Philippines address, about 5 years ago!  We tried to provide I129F packet obtained by US Embassy Manila a copy to US Embassy Hong Kong but they told us they have to wait for copy from Manila.  Argh!  And so we wait for Packet 4, and we can't schedule the medical without US Embassy Hong Kong cover letter.

We are having similar issues with NVC sending our case to US Embassy post in Manila when I-129F form stated Hong Kong (HK).  Hence, since NVC already sent the packet, We needed the US Embassy post HK to request the transfer in writing to the US Embassy in Manila.  Essentially, we faxed a letter to the US Embassy in Hong Kong with supporting document (NVC letter with MNL case #, HK ID & Work Visa, and not requested but provided, HK Employment Contract) to transfer case from Manila to Hong Kong.  We are presently awaiting word from US Embassy in HK on the successful transfer; otherwise, we wait, again .... So basically, NVC wiped their hands clean, and required us to perform further steps to transfer the case between two US Embassy a sea away from each other. arggh!

packet 3 is instructions and things to do in order to get interview.
packet 4 will be sent to you after you return packet 3, everything is correct.
packet 4 will contain appointment letter and other things you must do before the interview, like medical exam
each consulate will send you the info. check your consulates website and it will give you an idea of what to expect.

as part of the packet for filing a K-3 we are to provide the following

Evidence of a Bonifide Marriage
The USCIS now requires that when filing an I-130 for a spouse that you include evidence of a bonifide marriage. They list examples of acceptable evidence as:
1. Documentation showing joint ownership or property; or
2. A lease showing joint tenancy of a common residence; or
3. Documentation showing co-mingling of financialresources; or
4. Birth certificate(s) of child(ren) born to you, thepetitioner, and your spouse together; or
5. Affidavits sworn to or affirmed by third parties havingpersonal knowledge of the bona fides of the maritalrelationship (Each affidavit must contain the full nameand address, date and place of birth of the person makingthe affidavit, his or her relationship to the petitioner ofbeneficiary, if any, and complete information and detailsexplaining how the person acquired his or herknowledge of your marriage); or
6. Any other relevant documentation to establish that thereis an ongoing marital union.

We plan to file immediately after marry, items 1 through 6 is not possible. what did others send in?

All petitions related to a K3 process will be filed with the CA or VT service centers with the initial I-130 going through a lockbox operation in Chicago. All K3 visas are interviewed for and issued in the country the marriage took place unless it took place in the USA. In that case the interview is in the country of legal residence.
