It is often the case when an applicant for a visa is told that a final decision cannot be made on his visa application immediately. In doing so, the consular officer invokes Section 221(g) of the Immigration and Nationality Act and informs the applicant that the case will be put on hold until the applicant’s eligibility for the visa can be determined. This processing “time-out” is taken frequently: approximately one million visa applications were subjected to 221(g) during 2010. Technically, 221(g) is considered a denial; in subsequent visa applications and registration in the Electronic System for Travel Authorization, this must be disclosed. Nevertheless, the overwhelming majority of 221(g) denials are overcome and visas issued.

There are, in essence, two types of 221(g) cases:

Washington-related “administrative processing”, in which a clearance or approval is required from an interested agency or agencies in Washington, D.C.
Post-related, in which the consular officer requires additional time, information, or documentation before making a final visa decision.

Clearances from Washington are required when the applicant presents issues of security, criminality, legal questions, technology exports from the US, other admissibility problems, or is from a country of concern. The question of a security “hit” can arise in a variety of situations, such as potential terrorists, individuals who previously worked as military or other attachés in the US for an unfriendly country, even if that work took place decades before, or even individuals who spent time in certain countries (e.g., Iran). To resolve these issues, a Security Advisory Opinion is needed. Often the “hits” arise because the applicant has a common name: other individuals with the same name are blacklisted, causing cases of mistaken identity or prolonged delays. Suspected criminal activity or ties (e.g., Russian mafia) can also lead to prolonged processing to allow for an investigation. In addition, consular officers refer some legal issues, such as certain material misrepresentations made in a visa application, to Washington for a legal advisory opinion. The application will be held in abeyance until receiving guidance from the Visa Office Advisory Opinion section.

A widely applicable phenomenon has been administrative processing for applicants, usually scientists, researchers, and businessmen, who may be exposed to technologies in the United States which fall under the Technology Alert List. The US does not want sensitive technologies to fall into the wrong hands. In such cases, the applicant is requested to provide an English-language resume, list of publications, and description of the proposed work to be done in the US, which is forwarded to Washington. Individuals who hail from certain countries, such as Iran, Syria, Sudan, must be cleared by Washington. Quite often, these clearances are a formality and simply a question of time to run through the interagency gamut. However, for certain types of clearances, the visa validity period may be limited.

Post-related issues can also be broad in scope. They may include investigations or verifications in the home country of the applicant or requests for information or documentation relating to the qualifications of the applicant for a visa. A consular officer may seek to investigate or verify issues such as:

the legitimacy of a marriage (e.g., send an investigator to the home of the couple applying for a visa);
employment of an applicant (e.g., calling an applicant’s company to verify that he does work there);
tax filings or information (e.g., confirming with the tax inspectorate the tax number of an entrepreneur);
pension fund payments; authenticity of an education document (e.g., sending an inquiry to the Ministry of Education or a school or university to confirm that such a diploma was issued);
intentions or existence of a sponsor (e.g., calling the United States to speak to the signatory of an affidavit of support);
or authenticity of a statutory document, such as a marriage, birth, or divorce certificate.

Additional document requests may include:

a police certificate from a country in which the applicant lived after the age of 16;
certified copies of court dispositions (arrests, convictions); confirmation of the date of a past departure from the US (e.g. visa overstay);
employer tax documentation; additional affidavit of support (e.g., consular officer does not believe that the submitted affidavit of support suffices);
job offer (e.g., a Lottery winner); financial documents (e.g., if the applicant will undergo medical treatment in the U.S.);
and additional information about the job to be performed in the United States or the employer.

Sometimes, the initiation or outcome of these investigations can be erroneous. For example, a consular officer may mistakenly believe that an applicant has a background in a technology that is on the Technology Alert List; a consular investigator may visit the wrong office address; a secretary who picks up the phone at the applicant’s place of employment may tell the consular caller that no such person works there when in fact the applicant does work there; a consular officer may be attempting to re-adjudicate a previously-approved employment petition by requiring additional documentation or sending it back to USCIS.

You cannot do that over there. They wont let you in Diplomatic Enclave.

hello all dear friends like you guys iam also stuck in AP and dont know what to do about AP,all of us we dont know why we are in ap we dont know the reason everytime we call DOS same answer ap reason they dont know if we email to islamabad they dont bother to reply the emails but if they do luckily same answer ap reason unknown.....
Now my request is to all you please if you are facebook user than please on your fb like the us embassy islamabad page and on there wall post question as many as you can regardind AP,make them to answer our question and they need to tell us that why we are in this black whole,please this is my request to all of you please..

They don't answer question on facebook regarding this administrative processing. Below is the response i got from US Embassy recently

Unforunately, we don't answer visa questions over Facebook."

We can't blame them for the delay in processing as its not their fault. Unfortunately the problem is our system. We all the responsible for this. We have history of doing bad things. If you read my post on the top, its says that it could be because the verification of the document. Our country does not have proper system. You guys know that you can get any kind of fake documents with money in Pakistan. US embassy is doing all this just to make sure that you are not threat to their country. We know that we will not do anything wrong to them, but the don't know this. If we need this to change, we need to change our system and how it works. If we look at our neighbor countries, their AP doesn't take that long because their system is reliable. Our Government is not doing anything about it that's why we can't complain. So all we can do right now is to pray to ALLAH ALMIGHTY and try to change our system.

I am also in AP for 4 months and i dont know when it will end. I just believe in one thing that everything has a time. My advice to people who are under AP for longer than 2 years to consider writ of Mandamus.

atleast you get some response from the embassy,regarding my case i got only one response from the embassy apart from that they didnt replied a single mail.its been almost 3 and half months in AP,looks like they are not botherd about my case last case update is 17 december and m still stuck on that date...i dont know wat is there policy some cases are updated daily and some looks like one in a month....

I just get the same response that ROUTINE AP is still pending. Nothing else. Update date changes everytime someone looks into the case.

I appeared for interview on 12th August 2011 at ISB US Embassy, they put my case in AP and later on 22nd December, 2011 i got my passport back with the notice that my case has been sent back to USCIS for Revoking my visa, Later on 13th Jun, 2012 i got my Reaffirmation. on June 27th, 2012 i called ISB US Embassy they told me that my case is under AP, now i am still waiting an answer from them. but when ever i check my case status at https://ceac.state.gov i see the following message

my dear i am waiting from last 2 years ..my interview was on 9th september 2010 and still under Ap and 3rd medical and ds230 are going to expire after 3 months again...what we can do now???

You should consider Writ of mandamus. Did you call DOS?? are you in routine Administrative process or mandatory AP?? If you dont know then contact DOS and ask them as routine AP is done at embassy level and mandatory AP is done back in DC.

If the CO see SAO (security advisory opinion) and they are some hits from any of the database, they send the case to DC for further process. They involve many agencies to do work on the case and the are various checks. As there is no common database, it takes time to do the process. Its not possible for them to predict time of completion. They will scrutinize every single information they have.

2 Years are really long. My personal advice is to challenge the government, i guess the term is called WRIT OF MANDAMUS.

I am also in AP for over 10 weeks now. According to my embassy, my case is undergoing ROUTINE :rofl: administrative process.

Just an hour ago, I listened to the live program on radio by U.S. Embassy, Islamabad where they had 3 visa experts answering to the questions asked on Facebook and questions asked by live callers. One guy asked a question regarding the Administrative Process and all the delay to which the expert only said that it is a normal thing and there is nothing to worry about. There is usually nothing wrong with the documents provided but they just need to verify few things at their end. No details were given and never got a reply to why and what causes so much delay in this Administrative Process.

One of the experts was a female Consul Officer who has served in India and Sri Lanka before being appointed to Pakistan Embassy said that she does not usually ask for much documents because if she asks someone whether they live on the Moon and if they can provide a proof, they will provide her such a document so she would rather rely on a face to face interview with the applicant depending how they can convince her and on her instinct. This may be true for herself but not all the Consul Officers are the same.

Sigh @ lack of manpower and inter-agency conflicts.


There are different agencies working in embassies like DHS, DS, ICE and DOS. The program is call VISA SECURITY PROGRAM (VSP) . The administrative process is done by them and there are conflicts in their opinions and i am not saying that it happens every time. Everything i said was mentioned in GAO. About man power, just study The reports about VSP and then u will know.

What should i do now and what is the difference between the two offices National Visa Center and Department of State, will the DOS will give me info? and what will be the timings to call them?

You should call DOS. NVC helps embassy in collecting and verifiying the documents prior to the interview. However after interview, DOS or embassy will be the only two place from where you can know the status of your case. Call the number after 6:30 PM pakistani time.

I was talking about visa process part, not the whole petition n nvc n embassy process. There are trying to make it easier and better. I hope it will better to every1 of us. Here in UAE they are implementing the first phase of the change. Making NON-immigrant visa process easier and cheaper. Weeks after that they said they will change the IV process as well.

The whole AP process is slow because of man power and inter agency conflicts.

Hello everybody today i called NVC to ask about my AP Case status, i got a little shocking news, my interview was held on November 1st, 2012. The NVC officer told me that we dont have your case here, its in your local embassy (US Embassy Islamabad). So you should call islamabad, so now i m curious whether they not send my case yet even after 1 month and 10 days, Or Islamabad embassy doing confirmation on their own end... please need help and expert opinion

Most of the time they do AP at embassy like verification of documents and stuff. I read some interesting stuff regarding AP in articles about DHS and DOS. There are some reports as well. I will post them later. You shouldnt call NVC. Call DOS to check the status of your case. 202-663-1225 is the number.
I also came to know that there will be many changes in the visa process very soon.

no you are wrong k1 is consider a non immigrant visa but have immigrant intent thats why on the other hand marrige visa dont have the same meaning thats why maybe its taking longer..

It looks to me like k1 applicants are getting out of AP a lot faster than IR-1/CR-1 applicants.......

It doesnt make any sense as both are immigrant visas.
But yea, K1 is faster than IR1/CR1.

hello all dear friends iam in AP in islamabad from last 2 months.iam the beneficary(male) and my wife is the petitioner USC.she was with me during the interview and she is still here with me.she is calling twice in a week to DOS and islamabad embassy,but still my case is AP.she emailed to isl embassy aswel and they replied very next day that,we dont need any thing from you,as your case is in PENDING AP.now i have 3 questions?

1)when we had interview we got blue refusal sheet 221(g),that states that we need to do additional administrative process,but now embassy is saying pending AP.any one know the difference between these two?
2)how do they inform us that our AP is over?by e-mail or phone call.
3)is it ok to call or contact to ISL embassy or DOS as much as we can?

if any one have idea please share with me...i will appreciate that.

Answers:
1. Blue refusal sheet 221G means that they need to complete administrative processing on your case. Pending AP means that your case is still in administrative process.
2. Usually they do both. Otherwise they just send the passport with issued visa if they had kept your passport at the time of interview.
3. In my personal opinion, dont call embassy. You will get the same information from DOS. Just keep checking with them once a week.

I would recommend to involve Senator or congressman.

Those of you who have been waiting on AP for a long time, do you sometimes wonder why its taken so long for you?? Example: you use to live in 2 countries or more, or age different or been divorce so many times ...ect............Im just asking so i can have a idea in my mind about this AP thing.

If you are talking about living overseas then what is the purpose of police report. I dont know what they want to verify.

Hi guys, I had my interview today at US Embassy in Abu Dhabi which resulted in AP. I know this thread is for islamabad interviews but i am posting here as i am a pakistani national.

But In islamabad process time is 6 ,7 months and interview time will may be after 5 ,6 months.
But in dubai process is very fast and interview will may be with in 50days , that's whhy i m saying. :(
