We will be filing for ROC sometime in January 2012. In anticipation, we've been stockpiling copies of bills, policies, etc in order to make the process as easy as possible. We have hit a bizarre snag. My VA DL lists only our PO Box as my address. My DH's VA DL shows both the PO Box and the 911 address. Our town is one of those small towns that does NOT have house delivery. ALL residents within the town limits MUST use a PO BOX for USPS delivery. VA DMV will only issue either a DL or a state ID card. You may not have both. Additionally, after speaking with every person at the local DMV office - there has been a change of procedures through Richmond that all ID cards and DLs will ONLY have the PO Box going forward and that the physical/911 address will not show on the license. I have a message in with the state senator to see what in the world is going on [hell, he wanted my vote last week, may as well rattle his cage...]

So, with all of that being said - how bad would it be if we enclosed copies of both DLs with not-quite-matching addresses as well as a copy of my voter registration card [has ONLY the residential/911 address and not the PO Box]??????

We also have joint income taxes, medical insurance, dental insurance, life insurance, car insurance, electric bills, water bills, joint checking acct statements, title to our home [joint owned], pics, proof of recent trip to his family's home, spouse card from his country's government [PIO].

The address difference looks like this:

Also, the title to the house lists the PO Box as our mailing address.

It bugs me to no end that we don't have a state ID that matches addresses and there is NO way to correct it! The DMV lady [the first one I spoke to] was so apologetic because there have been a ton of people coming in to get their physical/911 addresses added because it's needed for a fire arm permit too. There is no loop hole. Grrrr...

If you applied for ROC using the Florida address, your biometrics appointment as well as any interview [which may or may not happen] will be in Florida.

You need to change your address with USCIS. You should have done that upon landing in Baltimore.

If you filed your ROC with the Baltimore address, you should be ok.

You don't have to convince them, you just need to ask and they will stamp the passport, just say you are traveling abroad and that is it. They won't question why you need the stamp if your letter is still valid.

You, as the immigrant, need to file the AR-11 within 10 days of moving. Follow up on the phone a few days afterward [it's an online form] to confirm that the address changed. On vj you can search and see debates about the AR-11 not working, etc, etc, etc. What you'll find out if you read through all the topics, it appears that USCIS changes your address IF you have a current petition in-house. You will be changing address before having an active petition with USCIS. So, follow up on the phone to be sure the update goes through.

Your husband must also change his address. This is form I-865. Because he is your sponsor, USCIS needs to know if he moved also. He will received a mail confirmation of the change of address rather quickly...

Well I *may* be making some progress with my congressman's immigration liason.

When I mentioned that I would be willing to go in and interview with my fiance - she liked the sound of that. Whether or not that will get us anywhere, we'll see.

It's funny you mention bribing...one of the statements I made to the congressman's liason is the fact that - at least in my case - there is only so much time and money available to me. I had the choice of being "responsible" and not lose my job to attend the interview or chance it. I chanced it and lost. If what they are looking for is multiple long trips, by default you are eliminating certain people from being able to be approved - whether or not that's morally/ethically/legally correct is a whole nother argument...

We're in the same boat - I just found out tonight NDW is returning our petition too. Waiting for confirmation it's lack of evidence considering that was what both of our 221(g)s requested....that's right, we got two. And yes, it's a high fraud post/India thing - strange but true.

I've spoken on the phone with the consulate about it, didn't get very far. I've emailed requesting specific information and am waiting for that to return [hopefully some time today].

Get on the phone with your senators and congressman immediately. You will need to fill out a confidentiality form and fax/mail it back in.

There is a sticky on the top of the MENA forum explaining what will be happening to your case. Read what the 221(g) says - most likely there is something in there prior to the petition expiring due to time...maybe one or two sentences that say something about a bona fide relationship. That's the "true" reason, based on that reason they will then sum up the denial with the expiration statement.

What they request is boderline crazy though my dad enjoyed writing my marriage permission slip. Evidently a 33 year old divorcee isn't allowed to decide for herself if she can remarry according to the Consulate in New Delhi blink.gif .

Can I ask for some advice? I'm asking around...

Our embassy has asked me to write an affidivat explaining how we met and about our relationship. I've sat down to write it about a million times - okay more like 10. But I'm finding it difficult. I'm having an issue with balancing pure data/facts and relationship "stuff". I can construct a time line, I can say where I was when and I can explain how I feel but I don't know how much of both they want or even what length would be appropriate. Sure, I could write a 10 page mini-disertation but I can also write a 2 page synposis. Also, I figure this may be the place to explain why I wasn't able to attend the interview? I'm just conflicted.

I don't know of any other April filers who had this specific item to work on but I'm looking for guidance...something!

Oh and my senator's office stinks. I left a message with the immigration liason yesterday - her voice mail stated calls will be returned in 24 hours. 25 hours later I'm back on the phone leaving a second message....The other senator is in the middle of his re-election campaign and the congressman for my district is not seeking re-election so the office is taking no new cases. I'm debating calling them and begging for merely a letter of support - no other help, just a letter.

I would have been much happier with AP for security reasons/namechecks. Having our relationship's bonafides questioned is just so disheartening.

I don't know about the visa thing - but the weird phone number thing I've seen before. If you still have the number in your caller id you can google it. Sometimes overseas called are routed thru local switches and the id picks up that number instead. My SO would call and it would be the next area code over and I couldn't figure out how that was happening. So I googled it and found the answer that way...

OK - I'm sure you were hoping for visa info biggrin.gif but this is all I have info on...

For AP to only be a few days rocks. Hope it's the call and that that visa will be in hand soon!!!

Just a quick update - my SO had his interview today and we got the same 221(g) that others thru New Delhi have recieved in the last few weeks. We're going to overwhelm them with the paperwork requested and hope for the best...

Such is life I guess.

Congrats to everyone getting their visas with little to no problems! I guess I'm one of the latest interveiw dates - the SO has his on Thursday. There's been a mixed bag of interview experiences out of New Delhi over the last couple of weeks. I hope hope hope [did I mention hoping] that we get an ok CO and that it goes smoothly. I'd love to hear that we are good to go but am prepared to hear name checks/ap.

It really it great to see such positive outcomes!

Well - we just got our interview date too!

I'm cautiously optimistic. Part of me dreads to find out if we'll be sucked in the AP blackhole - but each day is one day closer I guess.

As much as I'd love to be there for the interview it looks like it just can't happen. I need to decide between keeping my job and going. I have great arguments for both sides - but we've talked about it and it looks like me staying here and praying is the best choice.

Hi Suzy,

I've been doing a ton of research on AP and can clue you into what little I know, compared to others. AP stands for Administrative Processing and it's a catch all for name checks, document verification, security clearances, etc etc. It's seen a lot in MENA nations for male beneficiaries - it's seen with a lot of common Muslim names. I believe there is also a lot of document verification specifically in the Phillipines too. And, sometimes it can happen in Central or South Amercia beneficiaries due to name hits. There is no set time line or protocol. If you look in the AP/waiver forum you'll see some people who have been waiting for months after their interviews to get the final ok for a visa. But, it's my understanding, that cases can be picked at any point for AP. The only thing you can do is wait it out. There are something like 6-8 security checks to go through like MANTIS and CONDOR for the name checks...

AP is not a happy thing in the least...

Lizzie - with Ramadan literally around the corner and Eid etc etc, that may well be the earliest right now. I know it stinks but maybe you can just send an email and see what happens? The few weeks will fly by. I would do a little background checking on AP for that embassy too. Just to have an idea of what to expect. Have you gotten in touch with your congressman/senators yet? Seems like a good proactive step for those of us expecting AP.

We're waiting for our interview date. Packet 3 has been turned in....

Hi Amrit,

Well I'm sure you will need the certificate from at least the police station. If you've had your passport renewed in the last 6 months you do not need the certificate from the passport office too. If your passport is older than 6 months, then you definately need the passport office clearance too.

I know that the police situation in India is, to put it delicately, different. We're hoping my SO can get his certificate in under 6 months. Yeah - seriously - 6 months. But he's from J&K and they have their own rules and issues.

Your packet should be there super quick. Ours shipped on 8-15 and was delivered 8-18. Plus the nice operator at NVC confirmed it was also sent electronically.

My understanding is that you will receive packet 3 which will have a checklist and a couple of forms to return to VFS. Once they get the packet 3 info, they'll turn around and send you packet 4 with more paperwork, your appointment letter, info about the medical exam, etc. So, I'd keep an eye out for packet 3!

Worse case have Rob start to bug the embassy about the specifics. I've been trying on my end with the New Delhi embassy and so far I've gotten a ton of auto-response emails and busy signals on the phone - but I'm going to keep on trying!!!

Kim, So obviously you didn't send in a copy/original of your NOA2 to Russ? I was debating sending both the NOA1 and NOA2 over - I thought they were needed.

Of course I'm having a police certificate crisis with the SO. I knew this would be the rough part of this. His legal permanent address forever has been his home address - but he did live elsewhere for school and work over the last five years [some for as little as 7 months or up to 2 years for school]. The fun comes with how the police certificate is going to be handled - This is what the packet 4 instructions say [from the embassy's website]:

(A) Indian citizens residing in India for six months or more since turning 16 years of age must present Indian police clearance certificates from both their district police station and the local area passport office. Applicants whose passports were issued within six months of the visa interview may present just the passport office certificate. These certificates are valid for one year from the date of issuance.

Taking it at face value that would mean only the current residence. But, it seems to me that a lot of what I've been reading here and elsewhere says police certificates from anywhere you've resided for more than 6 months in the last 7 years [sometimes I've found school time doesn't count, for whatever reason]. Our game plan right now is to just go forward with only the police cert from his home area and worst case [hopefully] would be getting a request for the others. Does this sound reasonable?

Thanks so much - actually that's one of the lists I've been working on. Needless to say, yes we do have our work cut out for us. My biggest concern has been the darn police certificate.

VFS is an outsourced agency that handles the paperwork side of things for the US Consulates. We've dealt with them before so we aren't too worried. They are sticklers to the 10-15 day rule from what I've heard.

My freaking out [which has been award winning this weekend, if I do say so my self] has had more to do with how to compile our proof of ongoing relationship - is it ok to 3 ring punch our phone records? How should I arrange cards/letters - super silly OCD driven #######. Will VFS take this or will he take it in with him...

Plus, on top of all that, he's in the part of the country that's had riots/killings/etc over the past month or so. I just really really really want to get him out of there. I think that stress is helping with my moderate meltdown.

The funny thing is that I have been hounding people using the same consulate and have the guidelines just about memorized - I just feel like I'm missing something. Sort of like when I sent in the I129 to begin with....

I have all the paperwork in motion for the afivdativ of support, I have pieced together a lot of the proof of relationship, I have lists like alligators have teeth. I'm just so scared I'm missing something....

Actually, I'll be emailing the embassy today to see if they can give me a run down of packet 3 via email because my SO is going to be temporarily relocating to Delhi for a couple of months to wait this out. He lives in an area that is currently under a lot of weirdness - protests, curfews, strikes, etc. Even if they were to mail the packet 3 thru the regular mail, there is an awfully good chance he would not receive it or receive it promptly...

Jer08 - We are on the same page it seems!!! I did call NVC for the case number. Just call the main number then 1, 5 and speak with an operator. And, yeah, we need to get the paperwork together. Plus, the beneficary at some point gets packet 3. But the ins and outs??? No idea.

I'm so confused by the next steps - I'd gotten used to just waiting and not being on top of things!

I call NVC and got our case number...other than getting the support paperwork and proof of ongoing relationship stuff together is there anything I should be doing?

How would I know if my case has been sent to the embassy? I know they don't hang out long at NVC but is there a way to find out it's on its way?

I feel as ignorant as I did at the beginning of this whole process!!!

Joe - Wow - some of this reads like a freaking soap opera! On a side note, duplicates drive me nuts....

Kim, taking a looksee at igor's list once again I noticed that 2 4/23 dated peeps are approved and then, well, there's us. I hope the adjudicator had a wonderful and restful vaca and will be back in an approving mood!!! [notice I'm still holding onto the vacation theory]

I've been bouncing back and forth in the #43 and #44 spot for days and couldn't figure it out. But I guess when new people add in timelines you can move backward.

And to end, sort of after the point, about the whole being used for a green card thing. I usually look whomever in the eye and say "yes he is, and I'm just using him for the sex". That usually quiets them down. Then again most people who are acquaintences of mine would never think a comment like that would ever come out of my mouth so it's totally disarming to them.

Congrats to the newest approvals!!!! Amrit Rai, keep us posted on how long it takes to get your interview - India seems slower than most to me [at all the Indian consulates too, not just certain ones].

Kim - the vacation thing is my theory too. I heard a statistic last week that the last week of July/first week of August is the #1 most popular time for people to take off in the US. No idea how true that is but I'm holding onto it as an explanation! Part of me keeps wanting to think that this part of it will be the worse part in terms of wait but given our specific situation I'm 99% sure will be on AP after the interview - and that could be days or years. [Here's hoping hoping hoping it's days only].
