You are welcome! Oh, and congrats on the little one! Dad must be excited! Initially, we supplied her parents with a parental advice form from Iloilo City and they filled it out for us. When we took this form to the city to get our pre-marital certificate - they refused it! They did so on the grounds that that her parents local gov't entity must be the one that issues the form! Sheesh! Well we got the local BRGY/City version in her hometown of the form and had them re-fill it out and gave it to the Iloilo City as requested and then received our pre-marital certificate - wahoo! So make sure your fiancé's parents are the ones that get the form from their local BRGY/city government office and have them fill that one out. If I remember correctly, this form was also stamped by the BRGY/city government after they filled it out. This is, I suppose, a way to minimize fraud? Not sure.

Look at your US passport. Does it have an inbound stamp from the RP? If not, get one by traveling out and back in. As someone else stated earlier, since you are an American Citizen of adult age (more than 17 years of age) you do not require a parental advice form. If your fiancé is of sufficiently advanced age, neither does he (is that 25? not sure - I'd check to make sure) Just one less thing to do during a stress period of your life . . . .

Philippines law requires Philippines citizens to enter and exit the country using their Philippines passport. Just as the USA requires its citizens to enter the USA using a USA passport. If she's not taking advantage of her Philippines citizenship, she would have been limited as a USA tourist, and had a much shorter stay than it sounds like she has had. Unless she entered with her Philippine citizen parent, where she could have taken advantage of the Balikbayan privilege and stayed for one year on a USA passport. That said, what she does in country in regards marrying is not dependent on how she entered the country. She can get the capacity to marry from the embassy like any other USA citizen, again it doesn't matter how she entered the country.

I've just noticed many people using tax returns, often get requests for W2's. Turn in a tax transcript and you seem to get through without needing the W2's. I used only the transcripts and everything worked fine, no W2's required. Anyone can fill out a tax form with anything on it, doesn't mean that is what was actually turned in to the IRS. Although lying by turning in a false tax return form could lead to very bad problems.

I haven't checked what the USEM says about CR-1'ers/IR-1'ers. However, the USEM calls only for tax returns from K-1'ers.

Most K-1'ers submit only tax returns. Some K-1'ers submit only tax transcripts. I submitted both.

There have been cases here on VJ where tax transcripts were submitted and the USEM then required tax returns to be submitted.

Caveat emptor. :whistle:

That sounds a bit backwards while more and more people don't even use forms any longer, but file electronically. Even the IRS is working to get everyone to go paperless.

He'll want to get and send you tax transcripts, not the tax returns. He can request them online, by fax or by phone. Although I'd recommend the online or by fax option, they never seem to answer the phone. The tax returns are complex and often require many forms, all of which will be only copies of what he sent in and also require you have the W2's. Tax transcripts from the IRS are their condensed statement of what they received from him.

Okay, I chatted with my fiancee last night and got the straight scoop. The Filipino interviewer asked her the usual questions like when we met in person, for how long, etc. And he also asked to look at a few pictures that she had. No request for emails or chat logs or anything like that.

The US CO also asked her the same questions but didn't ask to see any evidence that she'd brought along. Instead, he just looked at a couple of the pictures that I had already front loaded with my I-129F submission. He also asked her son to come closer and then said hello to him.

That was it. Approved. Interview over.

She was there about 5 hours and the people were very pleasant to her and the boy. It's the sitting around and waiting which is the mind breaker. LOL

I only got two panicked phone calls from my wife, then fiancee while she was in the Philippines. The first was when all the girls going to the CFO that day were outside on their cellphones trying to reach their American boyfriends to find out their "secret" middle name. The other was when she called from PAL desk, telling me they wouldn't let her board, without a copy of both sides my credit card, without some of the numbers blocked out. She found a fax machine, and wanted me to fax the credit card. I had to explain to her, I couldn't put the credit card in the fax machine, and no copiers were available at 3 am. So, I faxed one of my statements, and I never found out whether or not she boarded the plane, until I picked her up in San Francisco 15 hours later. She was the last person to clear immigration and customs from that flight, and I still had no way to know whether she arrived or not. So, I sat there in the arrivals waiting area, for almost three hours before she finally showed. I am not always a patient man, but I guess I wanted to make sure she didn't make the flight before putting on my asshat.


OMG my wife was the last one out to. I was going crazy because I didn't know if she made her connection in Japan. She was supposed to text, but her roaming SIM wasn't working there. Could have been the cheap phone to, she left her good smart phone with her sister. I actually called the airlines after 2.5 hours and confirmed she had made the connection. I think is was closer to 4 hours after the flight arrival when she finally got out. I'd been texting her sister wondering if she had heard any word to, but of course she hadn't either. As her family expected texts from Japan to, they had been concerned even long than I had. I had her texting home right away so they could relax.

I've gotten her turn by turn audible GPS, so she can get around a bit. She's still a bit nervous though and prefers I show her first, then she'll follow the GPS when she has a general idea how to get there. The county brochures from the Chamber of Commerous sounds like a great idea though.

The lack of mental reasoning that is sometimes seen coming out of CFO interviews makes that a good point. My wife brought more to the CFO than she did to the interview. But then the interviewer had a lot of front loaded information available to him that the CFO did not have. It is called Guidance and Counseling, for which you need an attendance certificate, but now the CFO considers it under their power to interrogate and approve Filipinos going abroad.

I have read that they only require this ( evidence of support ) during the interview, i was wondering what is the difference between I-134 and I-864, or in our case which do you think is more favorable to use.


The I-134 is required from the petitioner. The I-134 is not an enforceable document. The I-864 is enforceable and will be required when you adjust the immigrant's status. The co-sponsor will also need to be on board during that step. I've heard of people bringing both the I-684 and I-134 from the co-sponsor when an original I-134 was deemed not adequate. There is a big difference between the K-1 and CR-1 visas in regards to the co-sponsors. The embassy is not required to accept a co-sponsor on the K-1, it is at their discretion. No one can say your co-sponsor will definitely get you a K-1 approval. You might or might not be allowed to use one. Many have in Manila, and many have been rejected. But they must accept the co-sponsor when dealing with a CR-1 visa. This should definitely be something to consider when you're deciding which visa will be faster. If you fail at the K-1, you could be starting from scratch with a CR-1 later, after he can fly there and get married.

I'm a little late now, but a similar problem occurred to my fiancee, only the online booking system had messed up her passport number. We got the same information Hank gave you. Everything worked out fine. It is really frustrating how people will not fix their mistakes in the Philippines and our partners there just seem to accept it. I've learned to accept it while I'm there to. My wife was really surprised when a necklace I bought her broke right away and I exchanged it with no questions asked and a sorry that happened to you. And it wasn't even at the same branch of the store. Back in the Philippines, only the same branch would have talked with you and they would have blamed you for breaking the defective product. You rarely have any recourse to correct things in the Philippines, they just don't seem to have the protections we do in the USA, and apparently do not care about keeping customers happy to get repeat business.

I always check these things out now. Its gotten pretty rare to find a true one. If I don't have time to check, then I just assume its twisted in some way. I even see where they say verified by snopes on many of them, although they haven't been. Or yes a particular fact is right, but its totally pulled out of context and the fact is being used to back up something else which it totally false or opinion being presented as fact. Quoting polls seems to be a big one to, they say a poll shows such and such but when you look to the pollster, its not a typical polling organization, but a biased organization with an agenda.

No clue why it's taking you 8 months. We recently did ours, it got transferred to California and it only took 3 months. I may be wrong but i think 8 months is unusual. You might want to check on it. Did you get an RFE or was something wrong ?

No RFE, we've put in a service request and had both a congressman and senator look into it. Three months is super fast. We've seen others get them in 3 or 4 months to, which is really frustrating to us waiting so long.

The way CSC and VSC works is that they tend to concentrate on where the backlog is. Also the Visa's that pay the bigger money amounts like work Visa's tend to have more labor assigned to them. So what has probably happened at CSC is that they have assigned extra staff to K-1's "for now". When I was getting my K-1 VSC was cranking them out at a fast clip and the people at CSC was taking a long time. Without checking I think we got our NOA 2 from VSC in under 100 days.

In a few months the CSC will be taking longer and the VSC will be knocking them out. It cycles.


I got this info from a friend that works at VSC. She told me when I was in the K-1 process that VSC was about to put extra labor toward the K-1's and sure enough they started cranking them out a week or two later.


I've heard that, but the cost hardly explains while AOS at the CSC is taking 8 months when visas all go so much faster. The AOS is over a thousand dollars, but still they seem very slow to process them. But maybe they figure they're here so whats the big hurry?

I'd love to use the internet options myself, but it just doesn't work where her family lives. I get the myblack011 through a local western union/check cashing place here. They gave me $5 in credit to try it and its worked pretty darn good and certainly better than any phone card I used previously. And 40 minutes for $5 could hardly be beat. Its right by my office, so really easy to load up. Although they have a web site option, I never managed to figure out how to activate my current account on the web site. Of course I only tried to once and gave up lol. The yahoo texting we'd been doing for years before she came here. Those international text rates are budget killers on both sides. My wife used to buy a globe card for international calling to the USA. For 100P she could call me for 40 minutes. Her sister still buys that card to call my wife. When my wife was there, thats how we made all our calls. I'd text her via yahoo, and she'd call me back on the globe card. Cheapest international calling we ever had without using free internet services and computers.

you can use REBTEL to call from the US to the PI. The only good texting I have found is with using a smartphone. I use Viber to text my friends in the US. You can even make calls with it for free, just have to have a data plan and in most cases use a wifi signal. It is hit or miss on the calls for me though (we are in italy right now). The only catch is the other person has to be using the same App.


I installed Viber on my phone, but never got the chance to try it. My wife left her smart phone there, but her sister isn't the best with tech devices :rofl:

We don't want to have to use the internet. We planned on leaving a computer at home in PI, but that experiment failed before we were gone.

We tried the Magic jack in PI, but didn't really care for it. I've also tried Vonage here, but Time Warner has some kind of program interfering with it.

She really wants to be able to talk and text with her cellphone. I think a lot of that is just due to missing her cellphone and texting, but whatever makes her happy.

I'll check out AT&T for texting and whatever.


I use myblack011 so my wife can call home. I get about 40 minutes per $5 put on the phone. She just calls a number on her cell, the system recognizes her or my cell number, and she's good to talk as long as she wants. I reload it as needed, putting $20 at a time on it. For texting, get her a smart phone and load yahoo messenger on it. Then set up yahoo accounts for family members that don't have them and assign their cell number to it. You can send SMS for free using yahoo messenger from the phone and its I believe 1 Peso for them to reply. Although they do have internet, its very poor in her area over those 3G dongles. It works sometimes and not others, and often drops connections even when its working. I found this is our most flexible and cheapest method to keep in contact without the internet options.

There are a ton of fake agencies scamming Filipinos. Friends of my wife have fallen in with these outfits that charge money and put the applicants through all these costs and never come forward with a job at all. There might still be a real job here and there through legit agencies to get a nursing job in the USA, but you're not going to see them advertised. Desperate people are easy victims for scams, and there are enough real jobs for over seas that Filipinos have reason to believe these ads are real.

Yes it is, if your embassy is the Manila embassy. You need the MNL case number to pay the Visa fee before you can schedule the interview appointment. Once you pay the fee, give it enough time to be processed into the system, you can make the appointment either online or by calling the embassy. Online is a bit easier, but there you need to enter the beneficiary's passport number where they ask for a number.

Back when my wife did her medical, those that had the medical too close to the interview had their visa delayed until the medical arrived. I don't think they were allowing the hand carry option then. That was part of the reason we wanted my wife to have about two weeks between the interview and medical. Once a case was set aside because the medical had not arrived, they could get an even longer delay before the late arriving medical was matched up with the rest of the package and processed. If you can hand carry it, all the better. Once we had our NOA2 I was warning my wife to get ready with everything because it would suddenly all happen fast. Took about 4 weeks to get the embassy case number, but things seemed really fast between setting everything up and her flying here. Her sister, who she is very close with, was encouraging her to delay leaving for a month. But for the two of us, we'd been apart too long, so she just said I wouldn't be happy if she put off her flight to the USA.

There was an available date literally two days away from the date we set my wife's appointment. No way could we have managed that, but there were also 1, 2, 3 and 4 weeks out available. Because she would need to fly from Davao City, we choose 3 weeks out. We wanted a week to get her to the medical, a two week break to insure the medical got to the embassy, then the interview. Worked out pretty good for us, but still felt a bit rushed.

You don't have to report your marriage.

Chinook and I are not going to report our marriage. Chinook will become a U.S. citizen in about six months. When she becomes a citizen, she will travel on her U.S. passport. At that point, Chinook will have no need for her Philippines passport, which expires in October 2012 anyway.


The biggest reason I know to report the marriage is to get everything in the married name, such as the passport. Second is if the USA citizen wanted to obtain legal resident status in the Philippines through marriage. Its fairly cheap and easy to do at least.

Is Chinook going to maintain her Philippines citizenship? There's another step of re-authorizing your citizenship with the consulate if she wants to. Although I'd assume it could be done at any time. It seems some want to maintain it and others have no interest in maintaining it.

Good luck on your AOS, hope it goes as fast for you as ours did. We had additional challenges because the USPS kept returning our NOAs and such as undeliverable, delaying things by about 3 weeks, but even with that, it was faster than some have had to wait. We finally changed our address to a friends house, and ironically enough, our EAD, GC, as well as change of address notice arrived the SAME DAY!

Caryh, we applied for EAD and AOS at the same time, as most do. We never got our NOAs due to a USPS problem with me changing addresses twice in one year (due to my deployment), and now they are kicking back about 60% of my mail as undeliverable. Bills seem to make it thru to my mailbox, but not the NOAs. *sigh* Then by a twist of fate, I happened upon the email address of a local (350 miles away) USCIS office, and was able to actually COMMUNICATE with a PERSON about our case, and basically scheduled an appointment just two days out, as opposed to having to wait for an appointment letter and another month for them to come to our home town to process cases. Interview & biometrics one day, email the next saying: DECISION, and that further instructions would be mailed to us, then an email 2 days later saying our cards were being cut, and to expect them in 7 days (even though the agent told us up to 60 days between interview and card arrival - I think they just over compensate so people won't bug them), and then 4 SHORT days later, we got her cards in the mail. Both at the same time. You're right, EAD means nothing now, in fact the agent told us to destroy the EAD as soon as the GC arrived. So that's why we received both at the same time.

Now I set a Google calendar reminder for 20 months from now to apply for the extension, and the 10-year card. Woot!!


I know about the moving and getting your mail messed up very well. Had some of my mail get messed up due to issues with the postal service. Well I should say poorly a couple informed postal workers. At least none of our immigration papers got messed up, but then I knew the postal service doesn't forward much of that so I was right on top of changing my address with USCIS and they never messed it up. We just got notification my wife's green card was picked up by the postal service yesterday. We're at 5 texts in 3 days after so many months of hearing nothing. We'll be marking our calendar to.

Well, it's been a VERY long road since we applied back in August of 2010, but today, we received Roxane's EAD and GC. Many delays along the way, mostly due to my deployment, but to be sure, USEM not sending a confirmation letter, not getting NOAs due to USPS sending them back undelivered, and more, sure made the process trying and painful at times. But finally, we have arrived. Not that it matters to anyone here but us, but I am sharing he good news because:

A) Good news never happens often enough

and

2) Perhaps it will help someone else who is impatient or feeling down about how long the process takes, even in the best of circumstances.

So be patient, stay true to yourselves, and you two (too) will get where you want to. No shortcuts, no cheating, just lots of sweating and waiting. (the worst is often the lack of knowing what is going on) Even if our president allows illegals to stay in the US... just do what is right, and it will happen for both of you. Best of luck to those who are still headed towards a GC or ROC!!


Wow close to two years now? But why an EAD and a green card? The green card invalidates the EAD.

As to the current president allowing illegal immigrants to stay, I guess many people forget ICE has still been deporting illegal immigrants at a 20% higher rate than the previous administration. Now if congress would just do their jobs for a change instead of only worrying about staying in office, maybe we could get a sensible immigration bill that would make coming legally easier, and removing illegals easier. There's really too much political disinformation about illegal immigration in the USA. I honestly think politicians like keeping the system all screwed up just so they can use it as a political football. When they raised all the fees, back when GW Bush was in office, they said it would speed things up. Its not any faster now than it was before, but it costs a heck of a lot more. AOS alone went from $255 to $995. OK I'm getting off topic and getting pissed at politicians for doing nothing. Congrats on getting the AOS complete. We just got notified this morning my wife's green card has been mailed!

Took us just under 2 and half months. One month was waiting for the petition to get to the NVC. We could have gone a bit faster, but chose and interview date that wasn't overly rushed. Initially planned to do it while she was there for medical but it didn't work out. Hoping the Gov't office will be less grumpy during the seminar since she will already have her visa and plane ticket and will listen politely during all of the training :innocent: :D


Until someone trying to play power games decides they want her parents there to vouch for having approved the marriage. Its my guess that this is why they are phasing out the outside seminars, but you never know.

With the new change (no PRISM) is there any comparison between the Gov't CFO seminar and the one still (until Aug) done at SMEF-COW? I'm hoping the Gov't office will be less grumpy.

Also our current plan is to complete both the seminar and the registration on the day before the flight is scheduled, is it that big of a risk to do at the Gov't office? I am trying to reduce the number of trips to Manila.


Why not go the CFO while doing the medical? Who knows what the new government run program will be like. My wife did her CFO when she got her medical done. Then returned to get the stamp the day before she flew out.

When my wife took the written drivers permit test the first time, she didn't really study the manual very much. When she took it, she missed passing by 1 question. There's a free pass question I had totally forgotten about until she mentioned it afterwards, What is the capitol city of Minnesota? To locals its a free right answer because everyone knows what our capitol city is, but she answered with our largest city, which is not our capitol city. :rofl: I had actually told her in the past what city it was, but it was years ago and obviously she didn't recall it. She then really studied the manual and passed with flying colors the next time, so it was probably a good thing.

Maybe your wife could request the questions she wants asked? I noticed you can download flash cards of the 100 questions they ask. Maybe you could download and print them out, and start testing her yourself? I wish I was far enough along that my wife was soon going for citizenship. I'd like to put thoughts of dealing with USCIS again totally behind us.

Hi VJ members, my fiancee cant have an employment letter or verification letter is it because it is against on his company policy to provide that information and must be gotten thru a third party online vendor. Is it okay without that? Is that can affect to my interview in US EMBASSY MANILA?


Six or so current pay stubs will basically provide the same information.

My wife had originals and photocopies. But they asked for none of them.

You or your fiance does the scheduling. First, you have to call the NVC and ask for your case number. After then, you can schedule your appointment for an interview. You must pay the application fee before setting an appointment though. You can go through the US embassy website and they will give you a site as to which you can set an appointment either online or by calling.
