I don't know if it's acceptable @ the SLEC but you can try to print the NOA2 on the USCIS website when you log on to your account and open the last update which is the approval notice. Also bring the letter you got from the NVC requesting to submit the DS-3032 for more evidence. I am not really sure if they will consider this.
