USCIS Service CentersVSC Updated their processing times page, and it's not pretty
This only means they are taking longer than expected. This was taken from the top of the page showing processing times.

If the office is processing a particular type of application in less time than our processing goal, you will see the processing times expressed in months (for example, if the office is processing naturalization applications in less than our 5 month goal, the processing time will state "Five Months"). However, if that office is taking longer than our processing goal to handle the form type in question, you will see the filing date (e.g., "April 10, 2003") of the last case we processed on the date the website chart was last updated. The charts are updated on or about the 15th day of each month.

However, look at the timelines on this site. They have already processed applications from the beginning of December 2011; 6 months after the date of June 14, 2011. They may take a little longer than 5 months but as of the past two weeks it has been increasing slightly. Just that there are no approvals on 4/20 and only 4/19 makes me wonder if the VSC all of the sudden slowed down on I-129F or just no updates from members on here.

There is definitely no FIFO (First In, First Out) with USCIS.
I see people from 17 January 2012 getting approved and according to USCIS website, the last update on my case was 01/06/2012 which means they have not even touched it ever since.
Let's just suppose my case was more complicated than others but still it would show a change in last update date if they had even looked into it. Anyway, just going to wait till 3 June 2012 and then going to call USCIS. If they don't give any satisfactory answer then going to write to Senator or Ombudsman.
Number to call USCIS: 1-800-375-5283 and I guess after that it is 1-1-2-2-2 (This was given by another VJ member who called USCIS to change address but this will get you to a live person instead of a voice recording and then you can ask the question you desire).


I did see the post about 1-1-2-2-2 after I posted this thread. It also says to ask for a tier 2 person. That is probably what I should do. But I don't know how to be any clearer to them by asking "can you tell me what is holding up my case?" as well as telling them the same stuff as in my first post. I didnt get into the fact that I took a tally of just Philippine filers, and December had an average of 120 days while November had 103 days to NOA2 (remember.. just Philippines). The RFE are what hold cases up for months. Just because a case is slightly more complicated but no RFE only makes it wait a few days.

Their "mission statement" is to work on the oldest first and yes they do go on to say it isnt a perfect system. They still have petitions separated by type to comment on unlockingsky's post. Our fees for filing are what supplies 99% of their revenue. Not taxes.

Mine.. The NOA1 was dated Dec 29 and it said they received on Dec 27. My last touch was Dec 30.

Umm... I understand it can take longer than 5 months. But what you both failed to realize is that 5 months is a target date at which you can get a congressman or senator involved as to why it takes too long to process. Usually they process before 5 months so that any RFE you might have makes it be processed around the 5 month mark. You also both failed to realize that they are into January for filing. I am not like the people who post after 1 month... This is 5 months. Are you aware that the guidelines for the USCIS (even tho their system is not perfect and they cant be fully contingent) is to process in a FIFO system? Did you just disregard the fact I was complaining that they provided absolutely NO HELP when I called?

Not one of you who posted gave a definite answer to me either. However, AYMAN_RINA the number that is given on the 797C form and on the website as the national service hotline was 1-800-375-5283

Has anyone called the USCIS NCSC lately? I might have to try and call them back and ask for a tier 2 person. I just tried to call them to see what is going on with my case to see why it was taking so long. The rep couldnt tell me anymore than the USCIS web site or the NOA1 form provided. I have about 9 business days until the case is past the 5 month goal, which is when I can/should get my congressman involved. I told the rep that same thing and I was told I can just wait and then call back. #######? I see January filers already being approved. I even mentioned that the sequential case before mine has been processed April 10 and after has been processed on May 7 with an RFE. Still wouldnt tell me anything more. I asked how to get through the menu to talk to a rep (because the menu doesnt tell you and I must have accidentally hit for employer thinking i was to enter receipt number.

What question do you have to ask to get them to give a full answer on why things are taking so long on my case? Not some BS of wait until its out of normal processing time and then call back.

I understand how it can be out of order based upon the speed how an adjudicator processes 'their' box of petitions. I dont understand how if you search by receipt number for others with close numbers to yours, they have already had activity. Shouldn't EACxxxxxx543 and 544 be in the same box together? The one directly before mine is already past decision as of April 10, and the one directly after just got an RFE on 5/7.

It does seem like certain countries get privilege, like Haiti is on the DoS site as higher priority. They can be expedited for humanitarian reasons. But Cuba??? #######? Its not on the DoS list.

While the stats estimates are sound; the problem is that you are assuming a process (statistical process that is) that is stable; and it is not. The constant transfers, additions of load (Syrian protected status, H1B fiscal year, the recent Obama decision to grant working documents to a population estimated to be about 800-900 thou; etc. makes this process quite unstable and thus statistics do not apply well. At same time, we are not even accounting for what i'd call outliers: RFEs that require additional processing time.
At best, I'd give that when a service center gets into a 'regular' cycle (about once a year for several months) then, stats might be useful and that is why at times, VJ sampling fits well with actual outcomes.


The whole underlying point I made your reply has not been able to disprove. All you are saying is that transfers or additions to work load can change statistics. If they are focusing their efforts on forms other than I-129F or I-130, then approvals will not occur on these cases. That's it. The numbers were stating the sample size we have to work with and the sample size is consistent with even fluxuations in filers.

Some people on the message board have figured out a way to search by case number, not a VJ user's timeline. If I understand their efforts correctly, they have taken the EAC numbers they're given, put them into a spreadsheet and manually typed them in on the USCIS website to obtain 500+ numbers of people who have submitted I129Fs. If you type all of those in manually and see that none are approved and they're all from the service center, it's more accurate.



I went through using my case number and did a sequential + and - from my number. Within a spread of 117 numbers there were 11 for I-130 and 18 for I-129F. But I even went down 1000 lower just to check and there were some still with the same date. All cases go in have a number, including I-485, I-821 and there was even I290B appeal to the commissioner. The only way it be accurate is to have your spread sheet early enough to catch the movement, i.e. see when it was received and then catch the date it is updated for approval or RFE.

Technically (according to the data), assuming the normality of the percentage mean of VJers vs. the actual petitioners of the I-129F, the percentage of the total population of I-129F filers that come to VJ will fall between 4.9% - 6.9% about 99.5% of the time each month. So the 99% confidence interval is about (4.9% , 6.9%).

So it's even greater than what you thought, and MUCH greater than what I thought.

These are the stats I used:

Mean = 5.9%.
SE = about .3337%. SD = about 1%, and n = 10 months. So SE = .01 / 10^.5 = .3%.

Assumed approx. normality. If I had a greater number of months to work with, then I could conclude approx. normality based on CLT. Unfortunately, VJ only goes back 12 months.

You can't just look at the I-129F numbers and say they're not doing anything. They seem to put "emphasis" on different areas as they fall behind. CSC was way behind on I-129Fs for a while and now they are approving them so quickly. They let them pile up for months and I'm afraid that's what VSC is doing right now.

if you wanted a fair and accurate view of the VSC workload, you should take into account all visas, not just I-129F's.


There have been two people total for this week on the IR/CR1. That's not an I-129F. Why havent they moved either?

Average sample is about 6% of the population, showing actually that it is a good sample probably.

It looks like you figured out where I obtained this estimate from. I took into account a little more in depth about the average month having only 22 processing days. The VSC having 2006 applicaitons and 84 on here... that is roughly 4%. Maybe they receive 92 petitions a day (I can say 91.2 but reality is the number has to be an integer) so we see maybe 4 or 5 filers to fall on the same day in the time line section of this site. So, both calculations are showing the same thing. There are some users on here without timelines. But only 3-5% is the most you can get. I searched online and it looks like this be the largest site for all types of visas, including the 129F. That small sample size has to do.

But whoever said that it could happen that no one in a full week on here gets approved (there is now one person that updated for their 6/26 NOA2)....c'mon.

I've figured out that somewhere between 3-5% of the filers are on VJ for the I-129F. Do you honestly think that its pure coincidence that for an entire week that people who aren't on VJ got approved? Pretty big coincidence if so. I'm quite sure that even one person out of the ~32/wk would be updating their timeline.

I just spoke to the person handling the immigration casework for my congressman and she told me that in her experience, 8 months is the normal time it takes to get a k-1 visa approved. She said that she did not understand why they post the 5 month time on the USCIS website when a majority of them are longer than 5 months.


That 8 months normal time is total time. Take a look at the whole process to get the visa approved at the embassy. The average is somewhere 3-6 months to get the service center to approve and 4-7 to get the full visa approved. After either TSC, VSC, or CSC, it still has to go through the DoS (NVC) processing in NH and then out to the embassy in the beneficiary's country where an interview has to be set up, medical done, ect.

I like to cook, but the NY to ME and Puerto Rico territory does not allow me much kitchen time. I usually grab something at Panera or Whole Foods. Once Diego's here, I know we will eat in a lot and I can't wait for that. He owns a cafe, so he is a fabulous cook and expert smoothie-maker. He puts ginger in a lot of smoothies. Yummy. My favorite is a bit simpler- soy milk, banana and cinnamon. I could live on those.

You are outside of processing time on your I-130. You can try to put in a service request on it (don't mention the I-129F).

Processing times do NOT mean time to approval. Processing times mean time to adjudicator.

I'm still waiting too...
I'm checking in with the lady at my Congressman's office tomorrow morning. Maybe she'll have some good news. Trying to keep positive!

Now, I really wish I had filed the I-130 alone. They are being approved in less than 90 days. We would have been approved, through NVC and my husband would be here with his greencard by now! Grrr...
