In Brazil they send a lit of docs that will check the fiance vaccine records and health condition. General consensus on VJ is that you shouldn't send anything in unless asked for it, or it just gets lost. If you get an RFE, you have to return it with the additional documents requested. But unless the first, seal/stampless certificate qualified him to remarry under CT law, you may have issues about his eligibility to marry. Not sure if the US has the same/ similar process to the UK, but here we have a decree nisi pronounced and then have to wait for the decree absolute.
