Actually I don't want to commit fraud. I just wanted to explore all the angles. I really appreciate the input and advice. Also this fraud could impact me, as I am working for Federal Government and holding Security Clearance, which I don't want to loose because of that.

Will go with your advice, or we will just do a church ceremony here.

But reading your previous posts you sound like you dont hold a sec.clearance. I know what I'm talking about -I'm in the process of obtaining a TS.
Now, getting to the point. In Ukraine, all churches ask you first for a civil marriage cert before they proceed w/ the ceremony. Oksana can clear this thing out by visiting the nearest church in her area in Ukraine. If the marriage cert exists, you're ineligible for the K-1. --it's clear as a day outside, 3:18pm PST.

Alright!! Update everyone! On the 29th my in-laws that never been to US went for B1/B2 interview to get visa for 2 week. I supplied them with:
1) DS160 applications
2) My affidavit of support for them I134
3) My 2010 tax return
4) My invitation letter.
They also took:
5) Ownership of the house documents
6) Ownership of the vacation house (dacha)
7) Bank statements (they are on the side of lower income as they work for government)
8)Letters from employers about vacation
They were asked couple of questions about my wife (she is GC holder) and they asked if they want 1 or 2 year multi entry visa. They said one because they would have to pay $100 per visa more. They got it! Extremely eassyyy!
Now... if anyone has experience with this in Russia.. I did not expect another problem.. Kind of blindsided... My mother-in-law works for government. FSB has to give her a clearance now to be able to travel. Otherwise she claims she will get fired if she travels without such clearance. She submitted application for clearance 2 months ago and still nothing. She has visa in hand but I cannot buy airfare because of the stupid clearance. Does anyone has experience with this? How long does it take? I already had to postpone our bigger wedding because of this stupid clearance by 2 weeks.. If she applied in July when will she get it for sure??


Has your MIL have ever been outside the RF? How did it go?
Lots of factors may delay getting a 'travel permit' for the FSB emplyees. It depends on department/directorate/division/subdivision/unit/operation, position & access type to a classified/unclassified data. I know people who are 'nevyezdnye' forever. If the employees belong to the 'vyezdnye' category, it usually takes ~2-3 months..

Didnt think this would be a problem but I am having a hard time getting the info I am looking for

1) Marriage License vs Marriage Certificate.... What is the difference?
2) How long does it take get the Certificate\Licence or whatever we need?
3) Do I just go to city hall or what? I am not religious and will not have anything religious

Would appreciate if someone could explain the process. I am much better at taking apart servers and other complicated stuff than understanding these stupid #### rules =)

A marriage license is only a permit to get married and you are not married until a ceremony is performed by an authorized person defined by CA Family Code Section 400.
You must have a valid California marriage license prior to a ceremony.
Go to your city hall and: a) buy your marriage license (public or confidential), b) make a reservation for a ceremony.
Public marriage license is valid for 90 days from issuance date for a ceremony anywhere in the State of California. The marriage record is made available to the public, anyone can request your marriage certificate. You both can have diff residential addresses. Witnesses ARE required for ceremony.
Confidential Marriage license is valid for 90 days from issuance date for a ceremony only in the county where the marriage license is issued. The marriage record is only available to the named parties on the document, or by the court order. Parties to the marriage must live together, the same address. Witnesses ARE NOT required for ceremony.
Both parties must present valid authentic legal photo identification card containing photograph, full legal name, date of birth, date of issue, and date of expiration (passort, driver's license, naturalization certificate, resident alien card, military I.D.)
