First rule... don't ask, don't tell. Second rule... well, beyond those high ranking officers, how can an American Consulate or FBI access CCP's roaster to find out who is a member and who is not?

Understood this perfectly. Basically boils down to the government has the "monopoly" over "who-gets-in-and-who-does-not" and they create many many hoops (legal processes) for any rule-followers to jump through. It's #######, no doubt about it. Of course, you don't have to be a rule-follower and take a short cut, like using the VWP. However, you have to ask yourself the long and hard question: will you chance it?

I send our I-129 package via UPS without any issues. Just remember to send the package to the USCIS Service Center's actual mailing addresses instead of the PO Box when you use any private couriers (UPS, FedEX, DHL and etc).

i.e.

California Service Center
24000 Avila Road, 2nd Floor, Room 2312
Laguna Niguel, CA 92677
