I got married in 2006 and filed Report of marriage to the Consulate 2 years later but I didn't have to explain why it was late or delayed either. No need to go the consulate for this you can do it by mail just have the registration forms notarized.



May I reiterate? You're saying for report of marriage, you don't need to personally appear to the consulate office? Just have the documents needed ready then you can mail them yeah?

I'm confused about the requirements of ROM. The LA Consulate website has consular forms section. However, the checklist are not the same as what's written on their Procedures and Requirements for ROM...Which do you follow? And btw, their form is too old, says last revision is Oct 2004? Ah well..

Yes, many times I have done it. If they happen to ask you any questions just say they are for personal use.

Don't bring a suitcase full, you can bring a handful.

If you do want to ship a box of purses back to USA then go thru Philippines Post and it will take about 3 weeks to ship a box


Is this really successful? US won't get suspicious of the box of purses sent? That'd be wonderful.

I am an IT guy and as much as I would like to send extra laptops I have to the Philippines I have learned that is not a good idea. When I was there I bought a brand new ASUS netbook for my swetie $220USD (loaded) and a Toshiba laptop on SULIT for $140 USD -- that's much less than postage alone! The Philippines is too close to Japan and China and if you look you can get great deals. Then I send over software.


I got your point but you see I have like 10 laptops sitting around in our house and obviously am not gonna use all of them at same time ;) so was thinking of sending some as a gift to my family and friends, and so that's why I'm here to find out about your first-hand experiences about sending valuable items like those and if you had to pay and how much, etc...Thanks for all your replies!

my fiance sent me a tablet, a camera and an iphone and graphics card with my baby's shoes on it, its already been a month now and i haven't heard anything from it, well its okay if they will ask me some "extortion" which i know its very common but i got a feeling its already stolen, especially my fiance declared it as new. now i keep telling him to find the receipt "due to his carelessness" so i can track it on the main post office. If they stole it well, they better have a good reason when they already face the consequence of getting fired cause they didn't know i worked in a reputable government company for 14 years and and i can track them down. I just waited the 30 days to declare it lost and stolen.


Did he send them through USPS? oh my that'd be ridiculous if they were stolen!! I hope they weren't :( But I'm guessing they're just prolly held at Customs especially you mentioned your fiance declared them as new. I hope the "extortion" amount they gonna ask isnt THAT of a rip off to you. Please post here of any updates once you receive them.

I have tried sending laptops to PI, twice. They arrived well and intact, the item were just opened / inspected that is why another reason to never secretly put any amount or insert them in the item, in the hopes of surprising your recipient. You'll end up surprisingly piss off.!

don't send ur laptop just wait for you to come home here and give it to ur family personally. because with my experience i didn't receive the laptop that my fiancee sent me from japan it was stolen by they're staff i dont know if here or in japan. it was FOREX CARGO SHIPPING. its a worldwide shipping company we trusted them because everyone is using it to send stuffs here in P.I. but i never thought it would happen to me. felt sad about it because that laptop is for our kids plus its an HP TOUCH SCREEN LAPTOP its not just a simple laptop its an expensive one. just sharing my experience =) god speed!


did you send a balikbayan box? I've heard of Forex BB. I've also heard of ABSCBN Balikbayan box , my friend from NC used their service, when it got to the Phils her family noticed a huge tear/hole and some of the items were clearly lost.

Everytime I send electronics in the Philippines, i use Johnny Air (www.johnnyair.com) It's really safe, no more separate custom fee. (It's already included on the per pound fee charges I believe it's $7.49 per pound for electronics and $5.49 for non electronics.) They have many locations in metro manila and a few provinces. They also offers delivery/pick-up. My wife always pick-up my package at Mega Mall. Actually, I just sent another non electronic package this weekend. and She's expecting to get it this weekend or Monday. DON'T EVER USE USPS for delivering package to the Philippines. Most likely, your laptop will end up in custom and someone need to pick it up there and pay a ridiculous amount.


But I'm in Arizona seems like there is no johnnyair service around here...

everytime my fiance sends me parcels using USPS, i always received it! there was a time i payed almost 4k for the tax the people told me in post office,it happend when i received package in holiday season.bcoz they found out that the stuffs inside are brand new shoes,clothes,etc,,,the lady there tolds me to not mention it but to detailed it as old stuffs/used stuffs,thats what we did,so i always received it in good condition,even the 2 nice touch screen cellphone that he sent to me...depende siguro sa lugar kung saang post office dadalhin yung packages...


Yeah if you want to get away with a horrible amount to give to postal people, declare it as old,if possible, take it out from the box and take any tag that will tell it's new. When I sent in a laptop twice, I declared the item $100-$150. They were actually used. But who can tell the actual amount of the item anyway? You just have to insist that it's used and it's value is not as high as what they think it is.

Last cyber monday i saw a great deal on a great laptop so i sent it to Mindanao, total shipping cost was almost $300, including the customs fees, which she had to pay on delivery, i used DHL cuz i had good luck with them always, although the shipping cost ate up my cyber discount, she still got a great laptop delivered quickly and safely. the ones she saw there were not as good and more expensive. Johnny Air sounds good though. My only point is 2k pesos is not bad.


Even if you send it through DHL, still they collect something to claim the item?

Sending a laptop to the PI is just not worth it. First, there is a good chance it will be stolen by a dirty postal employee. 2nd, you gotta pay the extortion money to even try to get it through. The only real option it to take it there yourself on your next trip, or pack it deep in the Balik Box. But now with the latter, the Balik Box is coming under even more scrutiny. Instead of sending or giving an old , crumbling laptop on its last legs, pony up and let the PI folks buy a decent one on sale, that includes local tech support. Hey, the computer is a lifeline to your girl and her family. Don't skimp out and get a cheapo, low ram special. Get a good solid one, that will last for years. Will do your relationship well!

Thanks. I agree about just buying one from the PI and get away with the financial hassle you'd experience. But most often, we have a lot of "hand me down' stuffs that we use here , which we would like to give to our families back home. :)

I have tried sending two laptops to the Philippines, at two different times. First , the Post Office asked 1,800 to claim the item. The second time they asked for 2,000. My province is in Agusan del Sur. The lady in the PO said they don't collect any amount if the package were shipped to any major cities like Cagayan de Oro or Davao. I am not sure about it as I have never tried. It sucks but so far the main thing I guess to consider is that, the laptop has arrived.

Does anybody here though experience sending a valuable item to the Philippines without your family/friends receiving the package?

Did you have to pay to the Post Office to claim those valuable items, and how much did they ask you for?

regardless of having same citizenship, yes she needs to attend the CFO seminar, get the certificate, and the DFA sticker. She will be denied boarding if she has no stickers stamped on her passport.

I personally know someone who was denied at the Immigration Officer in Cebu coz she had no idea about getting done with CFO and stuff. The day of her supposed departure was the day she also attended the seminar, and that's where we met. She just rescheduled her flight.

Well...what name is she planning to use?

When my husband and I got married, I immediately made the decision to take his family name...and that is what appears on all my paperwork. Ask her which name she would like to use and stick with it.

The requirements are on the VJ Guides: CR1 Guide Read them carefully, and if you have questions, you can re-visit the Philippine forum. Most likely those questions in your mind have already been answered by the members here. :) A quick search or advanced search can help you with this.

How long does it take? There are essentially 3 phases: 1) getting the petition approved by USCIS, 2) getting your documentation approved by the National Visa Center, and 3) getting your visa through the US Embassy.

As the other members have mentioned, you can get your CR1 visa two ways:

Direct Consular Filing (I-130 is processed directly by the US Embassy) --- this is shorter, roughly 6 months from start to finish across all phases (assuming there are no delays)
Regular Filing (I-130 is processed by the USCIS office in the US) --- roughly 9 months on the average from start to finish across all phases (assuming there are no delays)

A K3 visa is a temporary resident visa for spouses of US citizens. Once you arrive in the US, you have to file a separate application for adjustment of status, and only then will you receive a green card. This entails an additional cost of $1,070. And since you guys have been married for less than 2 years, you will receive a conditional green card and will also need to apply for removal of conditions before your card expires.

If you file for CR1 visa, it is a permanent resident visa for spouses of US citizens. Once you arrive in the US, you will be eligible to receive your conditional green card a few weeks after arriving; you'd still need to apply for removal of conditions, but at least there is one major step (and expense) out of the way.

The K3 visa was introduced several years ago when the CR1 process was taking too long to complete. Now they have about the same processing time. Last February 1, 2010, they introduced new rules for K3...since you need an I-130 and and I-129F to apply for a K3 (for CR-1, you only need to file an I-130 to start the process) --- if USCIS approves them both at the same time, once your case is transferred to the National Visa Center, your I-129F will be administratively closed (so even if it was approved, NVC will close it and you both will have to undergo CR1 anyway).

Forget about K3...just look at the CR1 process.

Now if your USC spouse has been a resident of the Philippines for at least 6 months, you may qualify for Direct Consular Filing (DCF)...in this process you file your I-130 at the US Embassy, NOT at the USCIS Chicago Lockbox.

Otherwise, if your spouse doesn't meet the residency requirement, then you follow the regular CR1 process. Good luck on your journey!

Took us 5 months to get the visa in hand. I did have help since I was able to expedite it at the USCIS and NVC level. We actually got a pretty quick approval dispite having an RFE and the time lag from sending the evidence from kuwait military mail. I have our timeline filled out. You could safely add a couple of months to my timeline and that's the way it should work, but every case is different.

It only took 53 days for an approval (should have been 30 days faster but got an RFE) and it was 147 days from the time we filed until the interview. I think the NVC forgot about us for almost a month there too.

Yeah if you send the I-129F for the K-3 it will actually slow your petition down because it pulls your I-130 out and then they go through together. The K-3 and CR-1 will get approved on the same day most of the time.

Hello there, I attended the CFO seminar in SMEF-COW just last week, though my purpose is not yet for the sticker I'll get from CFO for the immigration checking etc. for me it's pass-porting purpose since I'm married and I wanna use my husband's name on my passport and it's pretty much the same anyway coz while in the seminar I'm with some people already having flight schedule on that day and they need that sticker from CFO, oh, he's on fiancee visa too, the procedure is very very simple, you just have to listen and write infos.they'll ask about you and your fiancee and true there will be one on one interview by the counselor but it's simple too, you can manage it and I only gave them a 2 copies of the original documents, if you have a visa ready you should give the copies of the following:
Original passport
original CFO guidance & counseling( you need to attend coz you won't get the sticker without the cert. you'll receive 2 but they need the 1 with green color)
1 photocopy of visa
1 photocopy of immigrant data summary(IDS) for US bound registrants
duly completed emigrant reg. form( CFO)
Ah, just go to any of CFO accredited office (PRISM or SMEF-COW)
I paid, 250 for reg. and 400 for my green cert. not yet sure for the sticker if you still need to pay. Better check the CFO website (www.cfo.gov.ph)if you have more questions, you don't have any problem as long as you have all the documents ready make sure to bring 2 copy sets of all the said requirements and bring all the original with you for assurance. And after receiving the cert. and sticker it's a must to double check the spelling of your name. Good luck. :thumbs:

We married 8 days after my husband came to Manila. It would have been sooner if he didn't come on Friday night. We (actually, I) started the marriage license application before he came. It's not "not an easy task" as long as you know what you're doing and you have all the requirements needed to get the task done. :yes:


True enough we're also married less than a week, processed ahead of USEM appointment to have the legal capacity to marry cert. and gave it as a follow-up requirement. But all thanks to mom's guidance it all went so well, lucky to have a terrific mom-in-law. :innocent:

You don't need to set an appointment sa USEM. Go to the USEM as early as 8:00AM and your legal capacity will be released mga after lunch. Pasyal ka muna sa Robinson Manila :). That's what we did. Also, true you need to wait for 10 days to have a date of your marriage whereas kami we did not. We do it the other way around pero legal. What province ka ba? Me kasi from QC, and I was able to help a friend din with the same situation.


Oh that's cool no appointment ei.. :thumbs: I guess it'll be better to get an appointment to be safe but if you're in a hurry that will do, let's take it from our friend here techie they manage to have the affidavit.

If you're asking about USC getting married in PI. yeah he needs to get that affidavit ( legal capacity to marry) from USEM you need to book an appointment through their website and here's the link http://manila.usemba...v/marriage.html
You can't just go there and get an affidavit without setting up an appointment first, if the USC have the appointment on May 30th 1pm one or both of you can go to USEM to have it and after a brief interview to USC from an officer inside, it'll be quick, the affidavit will be handed the same day USC just have to pay the fee for it if I can remember my husband paid more than 50$. The cenomar for your foreign fiance is actually civil registrar specific, i mean. not all of them requires one, but some does. and yES, EVEN if hes US citizen, he can get a Cenomar. as to your question regarding if you can apply to quezon city. That I do not know. Because, according to the Philippine law, you can only apply for a marriage license to where you or your husband to be habitually resides. and one requirements of queZOn CITY is either both or just one of the parties are resident of quezon city. they will need to ask for a resident certificate from the head of your subdivision, and brgy certificate, Community tax and others to prove that you are a resident of the city.

and, If I may suggest, if you can find a way to apply in quezon cit for your marriage license even if youre not from there, you might face some administrative charges and alot of questioning from the consul

Any foreigner who wishes to marry in the Philippines is required by the Philippine Government to obtain from his/her Embassy a "Certificate of Legal Capacity to Contract Marriage" before filing an application for a marriage license. I married my wife in the PI, It's not hard if you follow the directions.

yes it is possible if you live from quezon city. because, in quezon city,u can apply for the marriage license prior to your fiance's arriavel. heres what u have to do. if you are from quezon city, this is possible. tell your fiancee to download the marriage application form from the website of quezon city. fill his part of the application. and go to the nearest philippine consulate in his area. most consulate have designated state jurisdiction. so he should make sure that where he lives, is within the jurisdiction of the consulate where he is going to send or have the documents authenticated. ,now, after filling it up. he should go to the consulate and have the documents photocopied, atleast copies. ( 4 all in all) once of which will be the consulate;s copy. tell him to bring his passport, drivers license and state ID, they will need atkeast 3 different ID's before the consulate with authenticate the marriage application form. once authenticated, he should send it to you and you should fill your part on the form, and secure your requirements. after which, fo to the city hall, apply for the marriage license, and tell the head of the civil registar that you are applying for marriage license alone, and that your fiance is a foreigner, tell them that he only have 10 days leave from work. you should apply the marriage license to the quezon city hall prior to the arrival of your fiancee, so, the 10 days waiting period is ticking the time u apply for it, but, the civil registar will hold the release of the marriage license, unless the foreinger will present his self to the civil registar and obtain a certifical of legal capacity to marry from his embassy. and present other requirements needed, such as his birth certificate, passport, and requird payment. you will also have to attend a pre marital counselling, only after you have finish the seminar that you can get the license.


heres an example.:

for example, your fiancee will be arriving by January 30,2011.

jan 5, : fiancee downloaded and print the form from the quezon city website and fill it up
jan 6. fiancee went to the nearest consulate where he resides and have it authenticated.
jan7,. fiancee send the docs from usa to philippine (you)

depending on the courier, it will take apprixmately, 3-5 days two almost 10 days before it arrives. so lets say 10 days.

january 17: you receieved the docs, fill your part, and gather your requirements.

jan18,apply for marriage license in quezon city, pay appropriate fees, and book for appoinment on pre marital counselling. ( from this day, the 10 day waiting period is ticking.

jan28. 10 days waiting period is over. but you cannot get the marriage license just yet because you have to get with it your fiancee present and have his docs requirements,

jan30. fiancee arrived in manila. went to US embassy, obtain legal capacity to marry in the morning of jan30. attend pre marital counselling by afternoon.
jan31, u and fiancee went to quezon city hall, with his legal capacity to marry docs, passport, birth certificate ,probably cenomar, .. same day marriage license is release., you can marry as soon as possible,

i prefer if you look for a pastor prior to his arrival who will officate the wedding, because, if its a catholic wedding, geez, its not possile, they have tons of requirements which will takes months of preparation. and if you want a civil wedding, the quezon city hall, will be the one selecting the judge and may take a few days for the raffle.


so all in all, in only 1 days from your fiance's arrival, you got the marriage license, ,!!!!! hope this one helps...


Thank you so much, I'm from another province thou, I already asked from our municipal hall in here and they said it'll take me yeah 10 days, I've been doing all my reading and research so far I know what to do but I'm not just sure about his short period of saty here in Phil.
Do I still need to get a CENOMAR for my fiancee thou he's citizen of U.S.? hmm.. don't they need his Naturalization cert. and the affidavit from US embassy here in Phil? Thank you for your infos. it's well appreciated, oh, it'll be great if I can really apply in quezon I was thinking about that but I'm only from the neighboring province. God bless.

Ten days is impossible because it takes 10 days the waiting period for the registration of marriage license. First you need to get a cenomar for you and your fiance at the NSO. You can get a cenomar for your fiance even without his presence, Just write his parents name, their wedding place and date and your fiance's dob and birth place. To get a cenomar it takes 7 days. Also he has to go to the embassy to get the Legal Capacity To Marry. The requirements for registration of marriage license are birth certifate, passport of your fiance, NSO cenomar for both, Fiance's Legal Capacity To Marry from US embassy, and seminar for family planning and guidance and counseling it only takes one day. Hi should have a divorced decree if he's divorced.
